The British Fashion Council (BFC) and partners are launching a “first-of-its-kind” project that looks to understand and define the future of the British fashion industry.
The landmark study aims to build an accurate, industry-wide snapshot of the people working across the sector, from design studios and ateliers through to distribution, manufacturing and senior leadership teams.
The BFC has partnered with The Outsiders Perspective (TOP) and EY on the Great British Fashion Census 2027, with a target of 10,000 respondents across British fashion, luxury and retail. The survey will examine skills, confidence and future workforce needs while continuing to gather data on diversity and specific groups.
The partners cited AI adoption, changing workforce demographics and shifting consumer expectations as factors reshaping the capabilities, culture and leadership fashion businesses need.
Laura Weir, Chief Executive of the British Fashion Council, said: “We can’t plan for the future of our industry without fully understanding the people in it. The Great British Fashion Census gives us an important opportunity to listen to the industry and build a clearer picture of the talent, skills and experiences that underpin British fashion.
“This insight will help us understand where the opportunities and challenges lie, and shape a stronger, more inclusive and resilient future for the industry. I would encourage everyone working in fashion across the country to take part in this important piece of research.”
Jamie Gill, founder of The Outsiders Perspective, added: “This is a genuinely exciting moment for British fashion. The industry is changing faster than we’ve ever seen. It’s important we take stock of the people who make us who we are and really understand what that sentiment is.
“The Great British Fashion Census will give us that real-live data, and we can use that to see where we can drive positive change for the people who make up our incredible industry! I’m incredibly proud that The Outsiders Perspective is leading this research alongside the BFC and EY.”
The project builds on the UK Fashion DEI Report, published in January 2024, which focused on diversity and underrepresentation. That report found people of colour held 9% of executive roles in the companies it assessed.
The nationwide scope further aligns with the BFC’s 2030 strategy, which positions the organisation as a business accelerator and shifts its approach towards UK-wide participation. Its Fashion Britain programme has also taken activity beyond London to other UK cities.
The survey is launching on 15 October, with primary research, led by EY, to be conducted from November to February 2027. Final report findings will be published in March 2027.
